This course examines emerging regulatory issues related to artificial intelligence (AI) and robotics. The point of departure for the course is the increasing significance of AI and robots in our societies, which raises not only technical and logistical challenges regarding automation, efficiency, and sustainability but also legal, ethical, and policy questions. The regulatory landscape of AI and robotics remains in flux, as innovation, geopolitical competition, shifting political priorities, and deregulating agendas continue to reshape national and regional legal approaches.
This course combines the study of established legal regimes with discussions of soft law, policy initiatives, and ethical norms governing AI and robotics. Central to the course is the practice of shared academic reflection, through which we collectively interrogate problem framing and solutionism and critical perspectives on technology.
Recent advances in robotics and AI include autonomous cars and other vehicles, autonomous weapons, and assistive technologies in a range of public and commercial sectors, including healthcare. The forms, functions, and purposes of robots vary across industry, war, government institutions, and public and private spaces. This engenders the need for a multifaceted regulatory response to the field of robotics.
Despite this diversity, robots share certain recurring features of robots that are relevant in a regulatory context. According to the European Parliament’s working definition of a "smart robot", its characteristics include
Within this regulatory context, the role of AI warrants specific scrutiny. Whether or not embodied in a physical robot, AI is increasingly deployed in a wide range of contexts. These include predictive policing, chatbots, and corporate decision-making.
Amongst the challenges with AI has been the potential for bias in decision-making and for speed and acceleration in decision-making, which can contribute to discrimination, including for gender or race. Ethical concerns arise, for example, when robots such as autonomous weapons or vehicles decide about life or death, and when they calculate risk, or when they become an intimate part of the lives of vulnerable individuals (dolls, therapeutic robot pets), where human-robot interactions may pose acute challenges in terms of safety, security, and autonomy.
This course examines how robots and artificial intelligence are currently regulated (de Lege lata) and tracks the discourse about the need for new law, law reform, or deregulation (de Lege ferenda). There is no societal consensus about how governments, institutions, and citizens should respond to the emergence of these technologies, and students are encouraged to think critically and creatively about the social, legal, and ethical issues these technologies pose.

In this course, students engage in a comprehensive study of the evolving regulatory landscape concerning artificial intelligence (AI) and robotics, focusing on the complex ethical, societal, and legal challenges they pose. Through a multidisciplinary approach, students critically examine existing laws and engage in thought-provoking discussions on the necessity for new legal paradigms.

Exemptions from the formal prerequisites will be given to students with admission to the faculty`s own exchange or master’s degree programmes. This rule does not apply to students with admission to other master’s degree programmes at the University of Oslo, unless otherwise agreed.
You may register for this course if you have admission to a Master’s programme at UiO or the faculty's exchange programme and meet the formal prerequisites.
Have you met the formal prerequisites at another institution than the University of Oslo, and the results are not formally registered at UiO, you must apply for admission to courses at Master’s level (information in Norwegian only). Students with admission to Master’s degree programmes at other faculties than The Faculty of Law must also apply for admission.

There are limited places in this course, maximum 40 students. A letter of motivation is requested to apply for this course. Priority will be given to students enrolled in the Information and Communication Technology Law (ICTL) programme.
Lectures/seminars
This course has mandatory requirements in working group. The group prepares an oral presentation, which forms the basis for a short film (20-30 minutes). All students must submit a short report (up to 1 page) describing how they contributed to group work done in this course (not graded). Each student must also submit three questions that would be suitable for the oral examination.
Language of teaching for this course is English. This means that all communication during lectures/seminars will be in English, and all literature and materials are in English.

Students are graded on the basis of:
Mandatory requirements must be approved before one can sit for an exam.
Guidance regarding film production: Films can present a use case of a specific robotic technology (including artificial intelligence) and focus on questions such as "how is this use case regulated?" or "how should the law regulate this use case?" The teachers establish groups (3-6 students) based on students’ interests and preferences. Teachers offer some supervision for finding a suitable topic and developing the regulatory analysis. Initial group results are presented in class in a short presentation (20 min), with subsequent discussion. Student groups can then use the presentation and feedback received as starting points for creating their film. Films can span from recorded PowerPoint presentations to the incorporation of visual material (film, pictures, animations) produced by third parties (indicating the source of such material) or the use of visual material created by students. The evaluation of the film focuses on the quality of the regulatory analysis rather than on cinematic effects. Students are free to publish their videos if they do not infringe third-party copyright.

Your exam paper must be an independent work unless you present /submit as a group.
